The Four Exclusions

Washington, Nevada and Idaho have been closed to sweeps play for years, and California was added to the exclusion lists in January 2026. All eighteen sites on this ranking enforce the same four.

Why Those Four

Washington operates the strictest online gaming statutes in the country. Nevada protects its licensed casino industry. Idaho rules the model out entirely. California is the recent change, and every operator updated its terms rather than test it in court.

It Follows Your Location

Eligibility depends on where you physically are, not where your card is registered. Cross into an excluded state and the account locks until you leave again.

Before You Register

  • Check the eligible-state clause in the terms, usually near the top.
  • Confirm the age floor. Most sites require 18, some 21, and a few states apply 21 regardless.
